Once you download it, the Tracker automatically updates itself when a new, stable version is out, so you don't have to worry about catching up with new releases! You can also get the plugins here. A lot of pro players (including Kripparrian, who started recently) are also doing it and Blizzad has never banned anyone for that. Yes, it gives some sort of advantage over someone who isn't using it (however small the advantage is), but addons in WoW were doing the same.
